Passanger Baggage Provisions

Baggage is passengers’ belongings that have tickets, labelled, in a form of handbag with a certain weight/volume so that the types are divided into free baggage and excess baggage (over baggage).

PELNI Officers conduct inspections of passengers’ belongings (baggage) and ensure the size and specifications are in accordance with the general requirements/provisions that can be allowed to enter the ship.

Baggage Specifications :

  1. Baggage permitted to be loaded on board, including :
    • Suitcases, travelling bag, handbag
    • Handbag and in similar with, including 1 set of golf sticks
    • 1 set of TV radio cassette and so forth (portable electronics)
    • Daily needs during on board
    • 1 set of folding bicycles or 1 set of children’s bicycle
    • Wheelchair, baby strollers
    • Personal items that are in accordance with the weight dimensions other than baggage that is not permitted
  2. Baggage that is not permitted to be loaded on board, including :
    • House moving goods such as tables, chairs, beds, mattresses, cupboards, refrigerators, stoves, washing machines, sewing machines, TVs, loudspeakers and so forth
    • Prohibited items such as : explosives, firecrackers, firearms, bullets, sharp weapons, narcotics, chemicals (acid based, mercury, vinegar, battery water, etc)
    • Dangerous goods such as : gasoline, diesel, lub oil, kerosene, etc)
    • Motorcycles, vehicles that are run on battery fuel engines
    • Flammable items such as : cotton mattresses or pillows
    • Animals or poultry
    • Prohibited plants stated by port quarantine
    • Items or foods with sharp smell/pungent, rotten and can attracts ants or other insects
    • Items whose size interferes passengers comfort and safety

Baggage Category :

  1. Free Baggage : items in the terms of handbag carried by passengers and may not be dragged or carried during embarkation activities (ship boarding) with details as follows :
    • Weight             : 0,04 Tons or 40 kg
    • Volume/dimensions    : 0,1 m3 atau 0,70 m x 0,40 m x 0,35 m
  2. Excess Baggage (Over Baggage) : any baggage that exceeds provisions of free baggage and is not allowed to be carried by passengers with details as follows : 
    • Weight             : maximum 0,004 Tons or 40 kg
    • Volume/dimensions    : in equivalent 0,1 m3 or 0,70 m x 0,40 m x 0,35 m
  3. Passengers who bring luggage with dimensions exceeding the maximum weight and volume of excess baggage (over baggage) in one suitcase or one package of luggage that cannot be separated are considered as ordinary cargo and placed in the hold.

Excess Baggage Fee:

  1. Passengers with excess baggage are subject to fees based on weight or volume.
  2. Replacement of excess baggage rates cannot be fully covered (100%) of the fare paid by the passenger under the following circumstances:
    • Operational issues
    • Ships omission (not stopping) at the destination port stated on the ticket
    • Schedule changes within 24 hours, whether postponed or advanced, due to urgent reasons
    • Ships commissioned by the government
    • Force Majure

Process:

  1. Passengers enter the passenger terminal at the port.
  2. Baggage is subject to security inspection via metal detector, X-ray, or other by security examiners.
  3. Officers carry out the verification process of passenger tickets, baggage and baggage specifications.
  4. Officers weigh or measure the baggage:
    • Passengers with tickets and baggage who have been given the tag by the officers are permitted to go to the waiting room to board.
    • Officers will weigh and measure passengers with tickets and carry excess baggage using the baggage operational facilities.
  5. The officer makes an excess baggage ticket (payment is made in cash or via another payment system to the officer on duty at the Departure Control).
  6. The officer handed over excess baggage along with attached labels to passengers.
  7. Passengers who have gone through the check-in process at the Departure Control can go to the waiting room to board.
