As a state-owned company serving inter-island transportation, PELNI plays a strategic role in the course of the social and community improvement of the archipelago. Without attending PELNI ships, the people of the islands will find it difficult to carry out their daily activities, including buying and buying basic necessities, access to education and health, as well as accessing transportation from small islands to larger cities.

Considering the strategic role owned by PT PELNI, the Government through the Ministry of Transportation provides assignments in the form given to the public or PSO (public service obligations). By accepting PSO, PT PELNI is obliged to carry out shipping routes determined by the Government to ensure that areas with transportation accessibility can be served.

Passenger Vessels Assignment. Currently PT PELNI operates 26 vessels - ranging in capacity from 500 to 3000 seats - and serves more than 90 ports and 1200 sections / routes. Every year, the routes that are moved by PELNI ships can change, according to what the company has agreed to, requests from the public, or new assignments from the Government.

Pioneer Ship Assignment. Since the end of 2015, the Ministry of Transportation has proposed more than 46 Pioneer Vessels to PT PELNI on the basis of the assignment as follows:

  1. Presidential Regulation Number 2 Year 2016 Regarding the Implementation of Public Service Obligations of State-Owned Pioneer Vessels.
  2. Regulation of the Minister of Transportation RI Number PM. 6 of 2016 concerning the Implementation of Public Service Obligations of State-Owned
  3. Decree of the Director General of Sea Transportation Number AL.108 / 7/1 / DJPL-15 Regarding the Second Amendment to the Decree of the Director General of Sea Transportation Number AL.108 / 5/18 / DJPL-15 Concerning Route Networks and Pioneer Ship Needs for the 2016 Budget Year And Provisions for Implementation on November 30, 2015.

Perintis Ship is a ship with a capacity of 500 people that sails the islands in the 3TP category (Remote, Frontier, Disadvantaged and Border).

Sea Toll Assignment. In the era of President Joko Widodo's administration, one of the programs included in the Nawacita Priority Agenda was the Sea Toll Program, which is the transportation of staple goods from production centers to the islands using ships, or called the Sea Toll Boat by type of cargo ship / container. Sea Toll Boat increases to increase and increase the distribution of goods needed, so that it can change the price of goods between western Indonesia and the eastern part. Currently PT. PELNI transports 8 (eight) Sea Toll Vessels, which include Livestock Ships which transport live cattle (cattle) from livestock breeding centers such as the Nusa Tenggara region to be sent to Java.

The basic assignment of Sea Toll, include:

  1. Presidential Regulation No. 71 of 2015 concerning Stipulation and Storage of Goods Needs
  2. Important Items and Goods.
  3. Minister of Transportation Regulation No. PM. 4 of 2016 concerning Amendments to the Minister of Transportation Regulation No. PM 161 of 2015 concerning the Implementation of Public Service Obligations for the Transport of Goods at Sea.
  4. Minister of Transportation Regulation No. 17 of 2017 concerning Sea Freight Tariffs in the Context of Implementing Public Service Obligations (public service obligations).

In carrying out its assignments, PT PELNI always follows the principles of good corporate governance and as a whole reports accountability to the Government. By accepting PSO assignments, PT PELNI is responsible for providing the best service to the community.
