Official! PELNI and Ministry of Transportation Formally Sign Integrated Cooperation for Pioneer Shipping and PSO 2026
Jakarta, 1 January 2026 – PT Pelayaran Nasional Indonesia or PT PELNI (Persero) closed 2025 with a strategic move through the Integrated Signing of Cooperation for Pioneer Shipping Services and the Implementation of Public Service Obligation (PSO) for Economy-Class Sea Passenger Transportation for Fiscal Year 2026, held at the Ministry of Transportation Building, Jakarta, on Wednesday (31/12).
The signing of the PSO for Economy-Class Sea Passenger Transportation for FY 2026 was carried out by PELNI Director of Passenger Transportation Business Nuraini Dessy together with the Director of Sea Traffic and Transportation of the Ministry of Transportation, Capt. Budi Mantoro, M.Si, M.Mar., and was witnessed by Secretary of the Directorate General of Sea Transportation of the Ministry of Transportation, Lollan Panjaitan.
Meanwhile, the Implementation of Public Service Activities for Pioneer Vessels under the Assignment Mechanism for FY 2026 was signed by the Commitment-Making Officer (PPK) for Pioneer Shipping of Teluk Bayur Base and Head of PELNI Jakarta Branch, Dicky Dermawandi, and was simultaneously followed online by 15 PELNI branch offices designated as homebases for pioneer vessels.
PELNI Director of Passenger Transportation Business Nuraini Dessy stated that this integrated signing represents a strategic step toward the continuation of inclusive and equitable sea transportation services across Indonesia.
“This assignment from the Government through the Ministry of Transportation serves as an important foundation for PELNI to continue providing affordable economy-class sea transportation services for the public, particularly in 3TP regions. We are fully committed to operating these routes with proper safety and service standards,” said Dessy.
On the same occasion, several other important agreements were also signed, namely the operation of state-owned vessels (rede vessels) for port waters transportation, operational subsidies for special livestock vessels, and affordable sea freight transportation services assigned to PELNI. These three agreements were signed by PELNI Director of Cargo Transportation and Sea Toll Business Kokok Susanto together with the PPK of the Central Work Unit for Improving Safety of Sea Traffic and Transportation.
PELNI Director of Cargo Transportation and Sea Toll Business Kokok Susanto added that the signing of subsidies for the operation of special livestock and cargo vessels is an important step in supporting national food security.
“This integrated signing not only covers passenger transportation, but also cargo transportation that helps maintain the availability and price stability of goods in 3TP regions. Meanwhile, livestock vessels support the safe and efficient inter-island distribution of livestock so that meat prices remain stable,” Kokok added.
In 2026, PELNI has been assigned by the Government to operate 25 passenger vessels, 30 pioneer vessels, 18 rede vessels, 8 sea toll routes, and 1 special livestock vessel route.
Through this integrated signing, PELNI reaffirms its commitment to supporting national connectivity, equitable development, and the provision of affordable, safe, and reliable sea transportation services for communities across Indonesia.
For information, in 2026 PELNI will receive PSO funding from the Government amounting to Rp2.78 trillion for passenger vessels, sea toll subsidy assignments of Rp135 billion, rede vessel subsidy assignments of Rp48.5 billion, and livestock vessel subsidy assignments of Rp13 billion.
As a state-owned enterprise operating in the maritime transportation services sector, PELNI currently operates 25 passenger vessels serving 483 segments and calling at 75 ports.
In addition to passenger transportation, PELNI also operates 30 pioneer shipping routes that serve as accessibility links for population mobility in 3TP regions, where pioneer vessels call at 229 ports across 516 segments and 2,515 routes. PELNI also operates 18 rede vessels. For logistics business services, PELNI currently operates 8 sea toll routes as well as one special route for livestock vessels.
